New File: Dock & Boat Add-on

SHARKDOG_07 has released his first mod, the Dock & Boat Add-on. This add-on puts a new road at the big empty dock in San Fransisco. At the end of the road is a jump trailer where you can jump into a boat. Note that this file conflicts with the Drive On Water Mod, and does not appear in Cops and Robbers mode.
